“The management of natural disasters” is the title of the IEB Report 4/2025 that has been presented in the Reception Room of the Faculty of Economics of the UB and coordinated by the researcher Pierre Magontier. This document completes the series of four IEB Reports that make up the IEB Report on Fiscal Federalism and Public Finances.
The presentation ceremony was attended by experts on the subject such as Mar Reguant, ICREA doctor at the Institut de Anàlisi Econòmica (IAE-CSIC) and professor at Northwestern University, and Carles Ibáñez, director of the Center for Climate Resilience, of the Eurecat technology center. They were accompanied, among others, by the mayor of Alcanar (Tarragona) Hon. Mr. Marc Chavalera. Alain Cuenca, Director of the Institute of Fiscal Studies, also participated in the presentation ceremony.
The document is based on the premise that natural disasters in Spain and around the world are becoming more and more frequent. In this IEB Report, disasters are not treated as fortuitous events, but rather as the unintended results of certain economic decisions. The contributions look at how households, businesses, and governments respond to threats, and these decisions determine exposure, adaptation, and recovery. Together, they show how behavior, policies, and markets interact to determine long-term resilience and well-being.
